The goal of this thesis is the analysis of impact of changes in sick benefit system on employer and the draft of measures for the subject. There is a description of sick benefit system used in CR and in other countries EU in this thesis. There is a describtion of the changes and the impacts on employer are analysed. The last part of the thesis is composed by draft of measures related with these changes.

Within last twenty years is has been changed significantly several times. The changes have been intended to contribute mainly to the reduction in the number of exploited sickness leaves, to the strengthening of responsibility of employees, employers and physicians. After 1989 the system faced many legal modifications. This thesis is focused on analysis of the health insurance system in the Czech Republic after year 1989. The theoretical resources of the thesis are human and social rights, social security and its principles. The main segment of the theoretical part of the thesis is a function of the right for social security and a description of health insurance. The exploratory part of the thesis analyses the chosen occurrences relating to the health insurance system problems and thereby it responds to questions asked in the introduction of the thesis. The sickness insurance benefits system Abstract This diploma thesis deals with sickness insurance benefits, which create a comprehensive system, whose main goal is to provide social security to economically active people, especially in the case of short term loss of income, due to social incidents, such as sickness, sickness attendance, pregnancy or maternity. This thesis analyses conditions of entitlement of the particular benefits, as well as the calculation of their sum. Due to significant complexity of certain calculations related to sickness insurance benefits, this thesis also contains practical examples. Attention is also paid to some specific areas of sickness insurance, because of their relatively new legislation. The text of the thesis, except for the introduction and conclusion, is divided into four chapters. The first chapter does not deal with the sickness insurance benefits, but rather introduces the concerns of the sickness insurance; outline its development and basic principles. The second chapter focuses on participation in sickness insurance in both employees and self-employed people. The welfare benefits and taxes benefits for families

This master thesis is about change in revenue of the householdes without children and with children. The thesis is divided into several parts. I used avialable literature in the theoretical part and this part should explain what factors affect family income. These are the chapters that deal with family politicy, welfare benefits and taxes benefits for family. The second part is practical and it is divided in two chapters. In the first chapter I analysed the dats of Czech statistics and in the second I modelized income of some types of families income.

Socioeconomic effects of changes in the sickness insurance system after year 2009 in the Czech Republic

The diploma thesis deals with the topic of insurance system in the Czech Republic and its transformations since 2009. Analysis of social and economic effect that was brought by alternation in legislation in code 187 / 2006 has become the objective of this work. The reasons for issuing the legislation alternation were struggles to change negative trends in sick insurance, to avoid unjustified costs and to ensure financial stability of the system. The introduction mentions theoretical concepts concerning the topic of the work and methods and procedures used while composing this diploma thesis. The area of the sick insurance is characterized by basic principles, terms and conditions in claim system and brief history of social protection institute in Czech Republic is also covered. The empiric part describes individual changes as a part of public finance reform. Specific impact on selected actors was subsequently analyzed. Three possible sceneries of resolving sick insurance issue are designed in the final part of the work.

Vývoj dávek nemocenského pojištění v ČR v letech 1993 – 2010

Nemocenské pojištění má v českých zemích již dlouholetou tradici. Okruh osob účastných nemocenského pojištění se ustálil. Právní úprava pojistného i dávek se přizpůsobuje ekonomickému vývoji v České republice. V zásadě pro tento průběžný systém platí, že výše vybraného pojistného v kalendářním roce, jež je příjmem státního rozpočtu, je poskytována prostřednictvím správy sociálního zabezpečení v podobě dávek nemocenského pojištění. Od roku 2009 se dělí o zajištění pojištěných zaměstnanců v době nemoci jejich zaměstnavatel prostřednictvím náhrady mzdy a stát poskytnutím dávek nemocenského pojištění. Zavádí se karenční doba. Příspěvek analyzuje vývoj pojistného a dávek nemocenského pojištění v letech 1993 až 2010, mj. ve vazbě na hrubý domácí produkt.

Proceedings regarding regressive compensations in health insurance

This bachelor thesis concerns proceedings dealing with regressive compensations in health insurance, that is guided by law No. 187/2006 Coll. about health insurance. The regressive compensation as such takes place when a certain person causes, by his or hers unlawful action, as found by court or other authority, a reason for amount of compensation to another person and is obliged to reimburse the health insurance institution by a prescribed amount. Most often this is a result of traffic accidents, less frequently as a result of physical attacks or fights. The amount that is prescribed as a reimbursement is determined by the actual compensation paid. Together with proceedings about being ordered to pay this regressive compensation, there are other preceedings also concerning regressive compensations, such as pardoning of this regressive payment in which it has been decide for the benefit of concerned person only for reasons defined by law, such as immediate danger of his malnourishment. Also, the proceedings may start about the person being allowed to pay by instalments. This may permit the person to pay a certain amounts at certain conditions as prescribed by the decision. The law also permits cancellation of this insatllment payments option, when the agreed upon conditions are not met. This is a relatively new system that is relatively welcomed by the organs of health insurance, mainly because of the recovery of a certain amount that had been previously wrongly paid. This work is divided into five chapters, dealing with individual components concerning regressive compensation and their relevant proceedings. The first chapter of this work is focused on general information cocerning health insurance. It is divided at several subchapters, dealing with law status, basic principles, subjects of health insurance, group of insured persons, institutional security and a very important subchapter, which is important just for determination of regressive compensations, such as the amount of health insurance and tied to it, the health status determined by an involved physician or medical adjudicating comission. The second chapter deals with proceedings about regressive compensations in health insurance, description of its various stages, such as the commencement, pausing and stopping of the procedure, including the issuance of the decisision and eventual appelation. Included is also a basic information about the pinciples and subjects of these proceedings. Tied to this are the relevant rules and processes that are part of lawful relationships in health insurance, being governed by law No. 500/2005 Coll. about administrative rule, unless set by later rules No. 187/2006 Coll. about health insurance, otherwise. The result of these proceedings is the issuance of the decision, including the entitlement and the amount. The third chapter analyses various types of regressive compensations, such as the pardoning of the regressive compensation, allowing to pay by installments and cancellation of this option. The fourth chapter gives the statistical survey about the development of regressive compensations since their establishment on Jannuary 1, 2009, when the determination § 126 was created. Statistical tables show numerical data about the number of issued decisions and the amounts of compensations in each individual year. The fifth and final chapter contains the closing comments on the topic and suggests possible improvements of practical usage. The aim of this thesis is the analysis and the clearest possible description and definition of the valid law modification, focused on regressive compensations in health insurance, so that it, together with the literature cited, could serve as a source of information, or improve the orientation of eventual direct or indirect participants of these proceedings.

Development of sickness insurance and its impact on profit company

The thesis is focused on the development of health insurance benefits under the social security system in the Czech Republic. Aiming to secure people for future social events, which may be predictable (age) or unpredictable (disability, funeral, sickness, widowhood, etc.) and prevent poverty or the worst consequences. This thesis briefly describes the system of social security. More specifically focuses on health insurance, health insurance benefits and their development. It also contains the characteristics of the selected business entity and cost analysis of selected companies of employing workers and their absence from work, which is associated with the payment of sickness benefits. Finally, it presents the identification of direct and indirect costs associated with health insurance benefits and their impact on the profit of the selected business entity. The conclusion describes the effect of the payment of health insurance benefits for profit companies, including negative and positive impacts.
